Minutes were agreed for accuracy.
18/31 Matters arising from the minutes
Cars still parking outside Berry Hill Cottage and now some inside.
18/32 Police Matters
Police report for the Marshfield Ward for the month of October was presented to members.
2/9 Longtown Grove, damage to front door. 6/9 Tredegar House, theft of lead. 12/9 Blacksmiths Way, theft from van. 23/9 Church Lane, boy racers.
Members reported cars racing on the SDR especially at weekends, Newport City Council will be taking on parking enforcement next year, and members hoped we would see an improvement in taking action on illegal parking at Imperial Way. Chairman thanked the 2 officers for attending and giving members updates.

18/34 Finance Matters
Chairman read out results of the 2018 audit
Website contents, “a community council must make available electronically information on how to contact it and, if different, its clerk – including a telephone number; a postal address; an email address.” This information is already on the front page of the web site.
“Information about each of its members – including the members name; how the member can be contacted; the members party affiliation (if any); the ward which the member belongs; any office held by the member; Members name is on the website including two offices of chair and vice chair, clerk will include contact details, we have no political affiliation and only one ward area with no sub committees.
“The minutes of the proceedings of the council’s meeting and (in so far is reasonably practical) any documents which are referred to in the minutes and any audited statement of the councils accounts” This is already available on the website.
“The level of reserves held are higher than the precept requested and they have not been allocated to any earmarked reserves. The council is actively reducing reserves in a correct and proper manner.
Bank balances were read out to members. Invoice for clerks pay and PAYE was agreed by members.

18/36 Any Other Business
Cllr T Llewellyn-Jones gave members early notice that she is resigning from the council due to moving out of the area, she thanked the council for their friendship and support over 24 years service, chairman thanked her for all her help for the council and her assistance to him over the years. Members co-opted Mr G Thomas onto the council this was agreed unanimously.
Cllr Thomas reported that Japanese knotweed was growing in the Welsh Water compound in Church Crescent, clerk to contact the city council.
Date of next meeting was to be 27 November; clerk will inform members if date changes due to availability of the golf club.
