Minutes were agreed for accuracy.

19/78 Matters arising from the minutes

Clerk reported that the sign on Pencarn Way had been reported to Streetscene Ref. 4557181

19/79 Police Matters

The monthly report was read out to members;
15/10 Grosmont way, parking issues. 17/10 Imperial Way, debris on road. 19/10 Church Lane, call with good intent. 25/10 Celtic Springs, concern for safety. 31/10 Grosmont Way, vehicle obstruction. Parking across dropped kerbs and roundabouts at Imperial Way still an issue, Gate at Halfway Garage impeding footpath.

19/81 Finance Matters

Bank balance was given to members.
The council have been allocated a tax base of 999.32 for 2020/21; members discussed the precept for the coming year.

Members resolved to set a precept of £3.50 per band D property which would raise a total of £3497.62 with any deficit will come from balances.

Members resolved to pay an invoice of £225.90 to the Welsh Audit Office for the audit.
Members also agreed to donate £200 to the Parc Golf Club charity for the use of the room.

Tree preservation order

19/1159 Land north of Phoenix House, Buchanan Way, Coedkernew.
Renewal of variation of conditions car parking

19/83 Any Other Business

Members reported the grass verges at the entrance of Church Crescent has been damaged by contractors, this area belongs to Newport City Homes. Celtic Horizon Litter Pickers looking into planting wild flowers on the roundabout, members were fully supportive of the imitative; they were also looking into getting bins sponsored by local businesses. Cllr Suller reported that the X5 was now hourly with a new service to St. Mellons.
